Can't get or can't afford Obamacare in Texas? The FortressPlan may be what you're looking for.

This is a limited benefit policy. The FortressPlan is not an Obamacare plan and it is not comprehensive major medical coverage. For now it is sold in Texas and in no other state.
Not everyone can get an Obamacare plan when they need one, and not everyone can pay for one. If your income is too high for a tax credit, you pay the full price, and that price keeps going up. After January 15, most people cannot sign up at all until the next Open Enrollment.
If that sounds like you, there is now another option. Doctor Insurance One is contracted with Presidio Healthcare to offer the FortressPlan in Texas. For the right person it is a strong choice: a $0 deductible, an application that is open all year, and a monthly price that Presidio says is far below a Bronze plan at full price.
It is not right for everyone, and Presidio can turn people down. So here are both sides, and you can see which one is you.
The short version
- Who it is for: healthy Texans who cannot get an Obamacare plan, or who get no tax credit and cannot pay the full price.
- How it works: no deductible. You pay 50% of each covered bill until you reach your yearly maximum. Then Presidio pays 100%.
- When you can apply: any time of year. There is no open enrollment.
- The limits: Presidio can turn you down because of your health history. Recent health problems are not covered in your first 12 months. Mental health care is not covered. Tax credits cannot be used.
- Check this first: if you qualify for a tax credit, Obamacare may cost you less and cover more. Open Enrollment runs through January 15.
Who this may help
- You missed Open Enrollment. After January 15, you generally need a life event, such as losing other coverage, moving or having a baby, to join a Marketplace plan. Presidio has no enrollment season.
- You earn too much for a tax credit. For 2027 coverage there is no credit above 4 times the poverty line. That is about $63,840 a year for one person, or $132,000 for a family of four. You pay the full price.
- The new immigration rules took away your tax credit. Starting in 2027, among lawfully present immigrants, the credit stays for green card holders, Cuban and Haitian entrants, and people from the Compact of Free Association nations. Refugees, people granted asylum, people on work visas and others lose it. They can still buy a Marketplace plan at full price. Call us and we will check whether Presidio can take your application.
- You are in the Texas coverage gap. Texas did not expand Medicaid. Many adults with income below the poverty line, $15,960 a year for one person, get neither Medicaid nor a tax credit.
Before anything else, check your Obamacare price
Many people who think they cannot afford Obamacare actually can. In Texas, the typical family we help still pays $0 a month for 2027 after the tax credit. An Obamacare plan must also cover pre-existing conditions and mental health care, and it covers preventive care at no cost to you. If you qualify for a credit, start there.

What the FortressPlan gives you
- A $0 deductible. Presidio starts sharing your covered bills from the first dollar. For comparison, Bronze Obamacare plans had an average deductible of $7,476 in 2026.
- You pay 50%, up to a yearly maximum. Maximums run from $2,500 to $10,000 for one person, and from $5,000 to $20,000 for a family. Once you reach yours, Presidio pays 100% of covered bills for the rest of the year.
- Part of what you paid carries over. If you do not reach your maximum, half of what you paid counts toward next year. Presidio's example: on a $7,500 maximum, if you pay $3,000 this year, next year's maximum is $6,000.
- Apply once and it renews. Presidio says you do not reapply or answer health questions again each year. That does not mean the price can never change.
- A nationwide network. Presidio reports more than 993,000 providers and 5,700 hospitals. You can also go outside the network, but that doctor may bill you for the rest of the charge.
- Virtual care day and night. You can reach a doctor 24 hours a day. Preventive virtual visits start at $10.
- Prescriptions, specialists, emergency rooms, urgent care and pregnancy care are part of the plan, at the same 50% up to your maximum. Pregnancy has a separate deductible during your first 12 months.
- No yearly or lifetime policy maximum. Some services, such as physical therapy, may have their own limits.
- It is insurance, not a sharing ministry. Presidio is licensed and regulated by the Texas Department of Insurance, and it has a legal duty to pay the claims its policies cover. A sharing ministry does not.
- No faith requirement. Presidio is a Christian, pro-life company that follows Catholic health care directives, but people of any faith, or none, can apply.
What it costs
There is no single price. It depends on things like your age, your ZIP code and the maximum you choose. Presidio says its plans cost up to 50% less than the lowest-priced Bronze plan on HealthCare.gov at full price, based on a comparison from June 9, 2026. Its example is a single 40-year-old man in Dallas County, who would save 54%.
Those are Presidio's numbers, and they compare against the price before any tax credit. If you get a credit, your Obamacare price could be much lower than that. For your own price, call us or open our Presidio page.
What a bad year can cost
Here is the math for a person with a $7,500 maximum:
- A $400 doctor bill: you pay $200 and Presidio pays $200.
- A $60,000 hospital bill for a covered illness, if it is your first bill of the year: you pay $7,500 and Presidio pays $52,500.
- More covered sickness bills that year: Presidio pays 100%.
You also keep paying your monthly premium. Accidents and sickness have separate maximums, so a year with both can cost you both. These examples show the math and are not a promise of what a claim will pay. Real bills depend on network prices and on your policy.
Please read this before you apply
These are the limits. We would rather you hear them from us now than find them on a bill.
- It is not an Obamacare plan. It is not sold on the Marketplace and you cannot use a tax credit with it. Presidio calls these "excepted benefit policies" that "are not comprehensive major medical plans." The FortressPlan is a bundle of a Specified Disease Policy, an Accident Policy and an optional Wellness Policy.
- The sickness policy pays for the illnesses it names. Ask to see the list before you buy. If something is not on it, do not count on it being covered.
- Presidio can turn you down. The application asks medical questions, and Presidio can deny coverage because of your medical history.
- Pre-existing conditions are not covered at first. Any condition for which you got, or were told to get, medical advice, diagnosis, care or treatment in the 12 months before your coverage starts is not covered during your first 12 months. Pregnancy is the exception, with its separate deductible.
- Mental health care is not covered. Members can get discounted visits through MyCatholicDoctor, but the policies do not pay for them directly.
- Check-ups are not free. Wellness is an optional add-on that pays fixed amounts. Members also get discounts on some preventive services through MyCatholicDoctor.
- Some services are never covered. Presidio's CEO lists abortion-inducing drugs, contraception, gender-transition treatment and surgery, euthanasia and in vitro fertilization. If you need birth control, this plan will not pay for it.
- Leaving it does not open the Marketplace. Losing or dropping this kind of policy generally does not let you join a Marketplace plan mid-year. You would wait for Open Enrollment, unless you have another life event.
- Presidio is a young company. It began selling in Texas in November 2025. It is regulated, but it does not have a long record yet.
Is it right for you?
It may be a good fit if:
- You are healthy, with no ongoing treatment and no regular prescriptions.
- You cannot get a Marketplace plan right now, or you get no tax credit and the full price is too high.
- You could pay your yearly maximum if you had a bad year.
- You want a plan that follows pro-life, Christian values.
Look at Obamacare first if:
- A tax credit brings your price down.
- You have a health condition, take regular medicine, or saw a doctor about a problem in the last 12 months.
- You need mental health care or birth control.
- A bill of several thousand dollars would be impossible for you to pay.
If you have an Obamacare plan today, do not cancel it until Presidio has told you that you are approved and you have compared the two. If you cancel first and Presidio says no, you could be left with no coverage until the next Open Enrollment.

The full price went up about 14 percent, but for most families the bill after the tax credit did not change. Nearly 1 in 4 will pay at least $25 more a month. Here is who, and what to do.
